Here is a simple and easy way to draw a rectangle with rounded corners in the Flash authoring environment:

1. Select the rectangle tool from the Tool Window.
2. Click and drag to draw the rectangle but do not release the mouse.
3. Use the up and down arrows to adjust the rounded corners.

This also works in Adobe Fireworks.
